PowerLine's Scott Johnson has probably the best sum-up of how the US Government, and particularly the US State Department spent over 30 years covering up the murder of two of its own -- George Curtis Moore and Cleo Noel, Jr. -- to benefit that monster Arafat and grease the wheels of diplomacy, diplomacy that got us less than nowhere: How Arafat Got Away with Murder.

What is incredibly nauseating to swallow is as Ledeen puts it:
"Why? For two reasons. First, because CIA had made a deal with the PLO, or rather CIA had appeased the PLO. CIA agreed to provide the Palestinian terrorists with intelligence, in exchange for a PLO promise not to kill American diplomats. Second, because Kissinger and the other master strategists of the Nixon Administration wanted to advance a “peace process,†and they had to have PLO compliance for that to have any hope of success, and the American public would never support it if they knew Arafat had ordered the assassination of our diplomats."
(No wonder the Iranians saw fit to take American hostages and today's jihadis are so full of themselves knowing that Americans would submit to the killing of their own diplomats)
But that in the future, knowing all this, Reagan's advisers would see to it that Arafat's butt was saved in Lebanon and then Bush the "elder's" would still bring him back into international political prominence to murder so many people, destroy and steal I find it hard to believe that it was not malfeasance.
