Uh, I'm pretty confident it's a satire, and a rather clever one. I can't imagine what the point would be otherwise. Nazi indoctrination for children?

All of it was funny, but some of the juxtapositions of outtakes from the Muppet Show with the original film narration were absolutely hilarious. My favorite part was in Part 2, when Hitler, I mean Bert, gives his speech.
When Bert is zieg heiling he's even wearing a German-looking hat.
