Strikes me as similar to the captain of the Titanic observing things aren't going well half-an-hour or more after they've hit the iceberg. I mean, well and good, certainly, but the UNHRC is effectively mortally wounded and has been for a protracted period of time now.

I.e. this is like a doctor attending a funeral and suggesting the prognosis isn't so good.
