NYT/Reuters: Libya Assumes Presidency of Security Council - 'Libya took over the rotating presidency of the Security Council, another step back to global respectability. Libya, elected by the General Assembly in October to start a two-year term on Tuesday as a nonpermanent Council member, along with Burkina Faso, Costa Rica, Croatia and Vietnam, took over the presidency of the 15-nation body from Italy. Countries preside for one month with the rotation in alphabetical order by the country’s name in English. The United States, which foiled two earlier chances by Tripoli, decided not to block it this time.'
